Almost forgot to post this, it may help.
Arthut Schopeanhauer isn't as widely read as his other contemporaries (I think he influenced early Nietsche heavily), however his views on sleep are quite synonymous with our intervention/project.
I haven't actually read too much on his views on sleep, here is one of his famous quotes,
"Sleep is the interest we have to pay on the capital which is called in at death; and the higher the rate of interest and the more regularly it is paid, the further the date of redemption is postponed."
I will post the name of the book that argues that the 24 hour society may be a good thing once I get home.
